With its 1 Health, 5 Attack and Rush, Steel Rager is comparable to  Fireball, doing one less damage to a minion and with the caveat that it can not bypass Taunts nor attack the enemy hero the turn it is played. While Steel Rager has the potential to get more value should it survive its initial attack, its low Health makes this unlikely unless it is used to hit a 0-attack minion or played with a Magnetic buff. Although there are better options for both removal and Magnetic targets in Constructed play, Steel Rager is a reasonable pick in Arena due to its ability to trade with most similarly-costed minions.
