5 mana for 3/4 that spawns two 1/1s is not impressive, but the Freeze ability of the tokens makes the card more useful. The main weakness is that it can easily be removed with 
Whirlwind or Arcane Explosion, among other cards. However, if they can survive a turn, they can freeze two enemy minions.
It should be noted that Elemental synergy is possible with both the Hailbringer as well as the Ice Shard.
