This card can be seen as a 
Preparation for Elemental Mage, providing a chance of being ahead in very early game. Elemental Evocation works best if played before full-statted Elementals in first turns, like turn-2 Water Elemental or 
Leyline Manipulator. It works particularly well with 
Mana Cyclone, as it reduces its cost to 0 and generates an extra card.
