Since drawing a card with no other effect attached is worth slightly less than 2 mana (which can be inferred from  Breath of Dreams,  Crystal Merchant,  Novice Engineer and  Wrath), the added Twinspell makes this card value efficient. In late-game, the card draw is still appreciated. While the options aren't as versatile as  Branching Paths, it works well as a deck cycling card with early-game flexibility.

In faster decks such as Aggro Druid, the minion may be preferred. The 3/2 Eagle with Beast tag is essentially the same as the Panther from  Power of the Wild. However, since it's a 3/2 that adds a 3/2 to your hand, it can be used similarly to a larger  Fire Fly. The flexibility of using it for card draw is also a large bonus in these decks.

This card works best with  Untapped Potential as a way to cycle your deck while still maintaining board with decently statted minions.
