A small heal alongside a large source of refueling. Overflow fills a similar niche to 
Ultimate Infestation, losing the 5 damage and Ghoul Infestor but costing 3 less mana.
Because the healing effect is symmetrical, Overflow should be used in decks that don't care about their opponent's health total.
The 5 health is enough to activate 
Lucentbark, making this a good fit for Control decks playing him.
