This card helps Murloc decks maintain card advantage. Drawing two cards for 2 mana is very efficient. It synergizes well with 
Unite the Murlocs, ensuring you have more Murlocs to summon. It can also be used to search for specific Murlocs if your deck only runs a few, such as 
Firemancer Flurgl and 
Toxfin.
