Grimscale Oracle acts as a cheap board-wide buff, granting a large damage boost for a very low cost if you have a board filled with murlocs. Due to its very low health, it's recommended to play this after you already have a few murlocs on the board. While fragile, it can get out of hand if it can be protected and buffed by other minions like 
Coldlight Seer and 
Gentle Megasaur.
