Coldlight Seer buffs the Health of other murlocs on the board, allowing the normally fragile murlocs to survive longer. The more murlocs you have, the more value you can get out of this card.
Unlike the 
Murloc Warleader, the ability of the Coldlight Seer is a Battlecry, so while your other murlocs won't lose Health when Coldlight Seer is killed, its buff won't apply to murlocs summoned afterwards.
