If used when a dragon is in the hand, this acts as a pre-nerf  Wild Growth that also cycles a card. Druid has a selection of powerful dragons such as  Ysera, Unleashed and  Emerald Explorer to keep in their hand and activate the effect with. You can also use cheaper dragons like  Faerie Dragon and  Evasive Feywing for cards that are safer to keep in your hand. Your deck should have roughly ten dragons or more if you want to use Breath of Dreams and have its effect consistently trigger on curve.

This card is excellent in Embiggen Druid, offsetting the negative effect of  Embiggen and letting you play buffed minions quicker.

You don't always need a dragon in your hand to play this card, and you never have to in the late game. The card draw effect is reasonable if you need to spend your mana and stay on Tempo. There's always the chance you will draw a dragon, anyway.
